This is a substation, not an electrical plant. You would be surprised at the number of people who ignore those signs. Desperate people often break into substations to steal parts to sell for scrap.
I may have sold some of that equipment. Who is your electricity provider? Xcel?
Every town seems to have an electric station like this one and they all look the same. Why can't the spruce them up a little and, with or without the sign, who in the world would want to wonder into it?
